The uniquely Viennese institution of Heurige is two things: a young wine, and a place to drink it. Long ago, when the Habsburg Emperors let Vienna’s vintners sell their own new wine tax-free, several hundred families opened these charming wine-garden eateries clustered around the edge of town — and a tradition was born. I have a friend who wants to travel to Europe this December. She is from Mexico but is a Resident of the U.S. (I’m not sure if permanent or not).
So the question is, being in the U.S. can she get a Mexican passport and with that passport can she travel overseas and return to the U.S?
